Bug#159512: marked as done (why does ab exist in /usr/sbin?)

Why does ab exist in /usr/sbin?  It doesn't require root to do it's job.  And,
having to be root to test a webpage that is being editted as a normal user
seems wrong(it requires having a root shell left open, just to do testing).
