I agree that a split of packages is good. I also propose to move
apache.dbg to another package and add apache-ssl.dbg and apache-perl.dbg
since they are quite big and they will bloat -dev for no reason.
We should just take a look on how to handle dependencies on -dbg to avoid
stupid problems like: "Hey i have been trying to use -perl.dbg but i was
not told that it requires apache-perl installed" or similar ;) and of
course we can't ask people to install all the 3 flavours only for
debugging.
