Bug#158993: restart still failing, dies because starting before apache process stops

/etc/init.d/apache restart  still fails, from what i can tell it's
because the old apache process is still running.  putting in a simple
sleep 3 in the reload-modules section between the stopping and starting
seems to catch it for me (though it might take longer for servers that
take longer to restart).
