Bug#215560: On every upgrade apache ask the same question again and again

On every upgrade I received a question about modules that apache will load.
It is really annoying. IMO it should be done only once, in three cases:
- vanilla package is installed;
- apache is upgraded from non-debconfed version;
- and, of course, when dpkg-reconfigure is called :)
In any other case this question should NOT appear.
