Bug#214913: apache-common: overwrites /etc/apache/modules.conf without requesting permission

The /usr/sbin/modules-config script (which should probably be given a
more sensible name such as apache-modules-config) overwrites
/etc/apache/modules.conf without warning or permission. The easiest
way to avoid this is probably to do something like adding a comment to
the start of the file saying:
# Autogenerated file - do not edit!
# This file is maintained by the apache package.
# To update it, run the command:
# /usr/sbin/modules-config apache
