Bug#214541: apache-common: Apache should ASK whether to use debconf

Package: apache-common
Version: 1.3.28-1
Severity: normal

Won't address all the other breakage in this new version in this bug
report. Could we have an initial option of whether to configure apache
with debconf at all? Or maybe just restrict it to control of which dso
modules are loaded?

cheers,

-thomas
