Bug#214469: Apache package broken on freshly installed sid



Package: apache
Version: 1.3.28-1

I have just installed sid, and then went to install Apache.  I get the
messages below.  I manually created /var/www, ran "apt-get install apache"
again, and that fixed it.

In case it is relevant, sid was installed by the manual invocation of
'debootstrap' method.  The system is running inside user-mode-linux.
