Bug#130234: apache: installing index.html takes down site

Package: apache
Version: 1.3.28-1
Severity: normal
Followup-For: Bug #130234

By installing index.html on an upgrade, you break existing web sites
that require this to NOT exist (so that index.shtml et al is loaded).

reccommend that index.html only be installed on an INSTALL, not on an
UPGRADE
