I have the same problem.

I have a completely clean install.
All I did was symlink cgi.load to mods-enabled

whenever I hit a cgi page
cgi-bin/printenv
cgi-bin/test-cgi 
for example the browser just spins and spins and spins and a apache2 process 
becomes defunct in ps output

Once again this is a pristine apt-get apache2 with only 
setting ServerName and enabling mod_cgi
