What's the bug? you need authz_svn loaded after dav_svn, which has to be
after dav ?
the replacement is actually quite close to working, but i doubt it'll see
the light of day for a while unless i can magic up some more time.
In the meantime, z01dav_svn.load and z02authz_cvs.load would fix the problem
i described above. (ugh)
