Bug#199355: apache needs a versioned dependency on apache-common

When you have apache packages 1.3.27.0-1 installed and then do a
apt-get install apache
This fails with the following error:
Setting up apache (1.3.27.0-2) ...
/var/lib/dpkg/info/apache.postinst: line 8: /usr/share/apache/postinst.common: No such file or directory
dpkg: error processing apache (--configure):
When you do apt-get install apache apache-common
Then the install procedure works, since the new apache-common has the
required /usr/share/apache/postinst.common. This means that apache is
not properly pulling in it's dependencies.
