Bug#191237: apache: logrotate 'create' statements conflicts with other packages requirements

I think this can be addressed as part of the transition from savelog
to logrotate.
/etc/logrotate.d/apache has a 'create 640 root adm' which makes
the protection/ownership of the log files incompatible with other
packages that must read the log files (e.g. awstats which runs
as 'www-data')
I don't know which package breaks which general specification. I'm
sending this note on this bug because i deemed apache
as responsible of creating logs with appropriate protection/ownership
masks, but i can be wrong....
