Bug#132056: apache(-ssl)config configuration problem on --force-modules - wrong LoadModule calculated

Hio,
apache-sslconfig and apacheconfig are acting strange on "--force-modules" as
called on every update.
They arent calculating the right "LoadModules" lines.
After a run of "apache-sslconfig --force-modules" the Modules:
LoadModule access_module /usr/lib/apache/1.3/mod_access.so
LoadModule php4_module /usr/lib/apache/1.3/libphp4.so
are deaktivated.
If the "phpmyadmin" module is installed, the non-existant access_module leads
to an error:

Syntax error on line 7 of /etc/phpmyadmin/apache.conf: Invalid command
'order', perhaps mis-spelled or defined by a module not included in the server
configuration /usr/sbin/apache-sslctl start: httpsd could not be started
dpkg: error processing apache-ssl (--configure):
subprocess post-installation script returned error exit status 1

Second:
Although I got the php4-module installed, --force-module is deaktivating this
LoadModule php4_module /usr/lib/apache/1.3/libphp4.so
