Both apache and apache-ssl provide the virtual package 'httpd'.  Any
package that simply requires a local web server should depend on httpd
and not apache specifically.

There are many packages that depend on 'apache | apache-ssl', though not
nearly as many as rely on 'apache' alone.  (An 'apt-cache showpkg apache
apache-ssl' will show this, in the 'Reverse Depends' lists.)  Whether
they actually need apache or can be catered for by another web server
(and hence loosen the dependency to the 'httpd' virtual package) I
don't know ...

I think your options are:

 1.  file bugs against any package that depends solely on apache, so
 that they can depend on 'apache | apache-ssl' or 'httpd' as appropriate

or

 2.  switch from apache-ssl to apache+mod_ssl, and thus exchange one set
 of annoying problems for another  =)

Seriously, all these packages depending on apache are going to get upset
when more people start using apache2, so the sooner people start whining
(politely) to have the package dependencies fixed, the better ...  In
the case you have given, I would consider the bug to be against lxr-cvs
and not apache-ssl.
