Bug#155450: apache2-common: langauge for welcome page not negotiated in default install

after the default install of apache2, the new docroot contains localized
index.html pages, but non of them is selcted on my system. Instead of that,
a directory listing is viisble. I asume this is due to the missing langauge
negotiation of some kind.
btw: the default pages do not contain the usual debian greetings page,
therefore it could cause abuse reporting trouble.
