Bug#151459: apache2-common: Doesn't make /usr/share/doc avaliable by default

Policy section 12.5 wants web servers to provide access to documentation
shipped in packages under /usr/share/doc at http://localhost/doc/ by
default (with access controls restricting access to the local host) but
the current apache2 packages don't seem to do that. Could you please
change the default configuration so that it is?
