Debian 9.3 - libicu-dev amd64 hash mismatch

Sorry for the crossposting (Debian amd64/OSv)
I"m trying to update the list of packages required for OSv to run on Debian 9.3 and during my tests, I had the following issue:

Is there any suggestion on how to fix this?

I have tried to change the mirror
Previously, I was using debian br mirror and I have tried others
but it seems there is a constant mismatch in the package hash
