Running update-grub puts it in the boot menu.

This has been happening for many people for quite a while and no one
seems to have figured out why since it always works the next time
it seems.

Well the occational bug where os-proper doesn't add windows to the boot
menu has the simple work around I mentioned above.

A reinstall of windows is certainly complete overkill and a serious waste
of time.
