Perhaps there is a BIOS option to enable/disable dynamic fan speed control. Sounds like it's enabled and not working too well. Disabling it shouldn't interfere with user/kernel software that tries to control it later.
I entered bios settings and disabled the option 'AMD PowerNow Technology'. There wasn't any other fan-related option. That did the trick!!!
