It doesn't seem to be built for anything but amd64. Probably because
Debian does not auto-build non-free.
It appears that you could build it yourself;
apt-get install build-essential
apt-get build-dep chntpw
apt-get source chntpw
cd chntpw-...
dpkg-buildpackage -rfakeroot -uc -b
