For those like me that are very new to downgrading a package:

download this:

http://amd64.debian.net/debian-amd64/pool/main/o/openssl/openssl_0.9.8-3_amd64.deb

then use:

 dpkg -i openssl_0.9.8-3_amd64.deb

to install it. You will be given a warning that you are downgrading the 
package.
