Are you using powernowd?
powernowd allows dynamic cpu frequency and core voltage scaling.
For instance, my 1800MHz (1.5V) runs at 1001MHz (1.1V) most of the time.
Of course, the side effect is lower power (heat) dissipation so the
fan(s) can slow down.
