Not really:
debconf, to prompt the user can use different frontends.
One is dialog, the others are gnome and kde, readline, editor .. or
nothing.
Dialog is used as a defaut and a fallback in case of the configuration
doesnt have all the necessary package to use one of the other frontends.
To use the kde frontend you nee (IIRC) libqt-perl (libqt-ldap-perl),
ave a look in the suggested package for debconf.
You have probably setup the frontend to kde at one time or another.
You can reconfigure debconf (dpkg-reconfigure) or install the needed
packages
