In the beginning, we'll probably call all packages 'i386', even if they are
64 bit. Once dpkg supports the amd64 architecture, it will be 'i386 with
optional amd64 packages' and finally 'amd64 with optional i386 
packages'.

Yes. At least there should be no directories containing both
32 and 64 bit libraries because that breaks parallel installation.
The /lib64 name is mandated by the ELF ABI, although there
are a few exceptions like '/usr/lib/gcc-lib/i386-linux/3.3/64/'.
