Usually that is true. And usually anything in /usr/share should be in
a binary-all package and only one of those would ever be installed.

But every package must contain /usr/share/doc/copyright and changelog.
And many packages have so little files in /usr/share/doc they don't
bother to split them into extra packages, like a simple config
example.

Since /usr/share must be shareable between archs a link won't break
anything unless the different abis use different versions. I'm not
sure if that should be permitted.
