Try this first:
dpkg-reconfigure debconf
And try changing the notify level to something other than non-interactive
(I suggest medium normally).
After that, you should be able to dpkg -i the compaq debs and then
dpkg-reconfigure debconf again to change it back to non-interactive
afterwards.
