can't boot up a udb

I have a similar problem. resc1440.bin works fine. Here is what I
get:

VFS: Insert root floppy and press ENTER
[MS-DOS FS rel. 12, FAT 12, check=n, uid=0,gid=0, umask=022,bmap]
[me=0x30,cs=486,#f=12281,fl=15708,ds=49094,dat=53454,se=65428,ts=4154561796,ls=1949,rc=0,fc=4292967296]
Transaction block size = 512
floppy0: timeout handler died: do fd request
kernel panic: VFS: Unable to mount root fs on 02:00

PS.
No ideas...
