Correction, I just had a chance to check this, and I upgraded from
2.75-3 to 2.75-4.1.  It didn't show anything directly after setting up;
at that stage it showed:

Setting up sysvinit (2.75-4.1) ...
Installing new version of config file /etc/init.d/checkroot.sh ...
Installing new version of config file /etc/init.d/mountall.sh ...
Installing new version of config file /etc/init.d/mountnfs.sh ...


Only at a time after I had exited from dselect did I see the fsck
messages (dpkg-mountable finished at 23:57:25).
Here is an extract from my syslog:

Oct  8 23:59:06 alf modprobe: can't locate module char-major-14
Oct  8 23:59:07 alf proftpd[10484]: attempted bind to 0.0.0.0, port 21
Oct  8 23:59:07 alf proftpd[10484]: bind() failed in inet_create_connection(): Address already in use

Here you can see that it was running the init scripts again.
It may have started after I logged out of an alternate VC.
