Generally the level of "newbie" questions here is quite acceptable
(both in terms of volume and intelligence :-), so feel free to simply
ask here. We need to make some progress on the docs anyway, so maybe
we can use you as a test case :-)

Yesterday the Packages file on master was empty. That has propagated to
ftp.debian.org today, apparently (ftp.debian.org is getting a reputation
for being a bad mirror of master, unfortunately; see the discussion on
debian-devel). There appear to be better alternatives (again, see -devel).
