I may have made this upload (can't check right now).
I'll look into it Monday evening (bug me if you don't see anything
happening on my side by Tuesday evening).

Hmm. There's been plenty of discussion on this topic (well, not
specifically about the name in /usr/doc/package/changelog, more about
how to track down the uploader of any given package, whether NMU or
"normal" port); there's a flurry of messages then, and then some
licensing problem comes along and takes everyone's attention away :-)
So, we still don't have a real answer.
Bring it up on debian-policy again, Manoj seems to be handling the
policy stuff well now that he's in charge of this.
