Custom Bootdisk Problem

I have gotten past this problem by including all of the PAM libs on the
boot disks. Now, however, I get the following:

login[xx]: unable to change tty '/dev/tty1' for user 'root'

Unable to change tty '/dev/tty1': bad file descriptor
