Apologies for the disruption. The proper path to resolution for this issue is for ucx to complete the libamdhip64-6 transition, but I see that cannot happen yet due to FTBFS on arm64 and ppc64el. Those look correctable. I will submit an updated rocm-hipamd with a fix for the FTBFS and attempt to provide ucx with a patch this weekend.

The current version of libhsa-runtime64-1 legitimately breaks libamdhip64-5 at runtime [1], but there are many users that have libamdhip64-5 installed that don't actually use the features it provides. To unblock those users, I've removed the breaks annotation until the libamdhip64-6 transition is completed on unstable.
