This is, unfortunately, due to a circular dependency between
src:rocm-llvm and src:rocr-runtime. I forgot about that when I added
riscv64 to the architecture list. A proposed a fix for this on the
mailing list [1], but it basically is splitting rocm-device-libs-21 out
into its own source package to break the circular dependency. It
shouldn't be hard. The device libraries are basically built using an
isolated source tree in a separate step in src:rocm-llvm anyway.
