yes, because they are still not stable yet. ggml 0.9.4 was released 6
days ago, and even llama.cpp b6653 from 5 days ago doesn't build with it
anymore.

This is OK and expected; the library is under very active (and exciting)
development.

However, by Policy § 8, on Debian this does make the library unsuitable
for inclusion in public search paths. Consequently, they will remain
private for now. They are available in private paths but consumers must
expect breakage on upgrades.

Again, upstream is working towards stabilization, and I think we can
help with that. But this won't happen overnight.
