This arm64 board [1] with a x16 slot was announced recently and is $450
for a 64GB version. Though I wouldn't buy it until it can run a vanilla
Debian (it may already, I haven't checked). Just for confirmation that
they are committed to upstreaming necessary changes.

You could ask the Debian ARM list (debian-arm@). Some of the
contributors work for ARM, Linaro and may have access to such hardware.
