Upstream ROCm 6.3.1 adds support for Debian Bookworm

AMD has released ROCm 6.3.1 with upstream support for Debian Bookworm
[1]. It should be noted that AMD's list of supported GPUs is a bit
smaller for Debian than for other distributions; they only support
Instinct GPUs on Debian. I was not involved in the discussion that lead
to that decision, but I would guess that the smaller hardware support
matrix for Debian is to reduce the incremental cost of building and
validating the ROCm libraries.
There are probably some folks who see the smaller hardware support
matrix for Debian as something negative, but I am personally excited to
see AMD making pragmatic choices to bring ROCm to new platforms. When
support was all-or-nothing, Debian got nothing. The introduction of
tiered support is a big step forward.
