I don't really agree that two weeks notice for such a change is
sufficient time for raising the severity to serious (and thus RC), but
we have this change planned anyway, so we might as well just try to get
it done.

How about we start by listing the obstacles to get there? Cory already
documented one under Obstacles [1] of our 5.7 release plan, for
src:rocm-device-libs upon which rocm-hipamd depends. Cory also already
shared a proposed fix [2].

I think the removal of llvm-toolchain-15 simplifies things a bit, as we
don't have to concern ourselves with co-installability; clang-15 will be
gone.

It seems that rocm-compilersupport is also affected by the removal of
llvm-toolchain-15, but a bug wasn't filed for that.
