I tried this on a fresh amd64 bullseye installation and was not able to 
reproduce it. Can you make sure that all installed files are ok with 

sudo dpkg -V

and that you don't have any additional files installed (like torch or 
tensorflow from pip), also check 

$HOME/.local/lib/python3*/site-packages

and 

/usr/local/lib/python3*/dist-packages
