Actually thats not quite what we are talking about. :)

The answere if yes. The current behaviour to ask the user whenever
some unknown changes are made to any configuration file should
stay. The current mechanism fails sometimes (i.e. detects to much) but 
thats a different matter.

PS: There should be an option to tell a package that it can overwrite
all its configfiles, because one never changes them, but that can be
done later.
