It does not make sense to *integrate* a tool intending to overlap with
distribution-specific integration tools like dpkg or rpm.

CPAN or TeXLive are useful, but source or binary packages from
redistributors are preferred except in exotic contexts (like package
builds or Windows operating systems :-).

On the other hand, Debian may *distribute* Alire.

If so, I suggest that the package description and manual page state
something like the following.

  Distribution-specific tools (like apt, aptitude or synaptics) ensure
  better integration of installed software than language-specific
  tools, provide recent versions and cross binaries with appropriate
  settings, benefit rebuilds, should one be necessary,
  promote hair growth and increase blood circulation.
  .
  Alire is provided for Ada software missing from your distribution.
