gprbuild finally ready for upload

gprbuild (f34611e1bc299d7bd98a109624535b9d91740a9e) is finally ready for
upload; it passes all of the tests.

However, there is one issue: I'm not clear 2011-1 is the best version
string.

The previous version was 1.3.0-2. AdaCore numbers their pro releases
this way, but now labels the GPL releases with years. Since the source
is actually from the GPL release, it seems better to use the year.

It would be difficult to figure out which of the pro releases (1.4.2,
1.5.0, 1.5.1, 1.5.2) is "closest" to 2011.

I made no attempt to use the gnat project library in Debian, since the
gnat versions are so different between gnat-4.6 and gprbuild 2011.
