This sounds like a bug to me unrelated to accessibility (although admittedly with accessibility impact). The best way to move this forward would be for you to paste your installation story in about as much detail as you did in the message I'm quoting to a bug on the installation-reports package. It definitely used to be the case that you ended up with networking on the installed system. What I suspect happened is that the installer got smarter about the case where some graphical network manager was installed, and lost the logic for dealing with other cases. That's probably fine if the installer wants to install NetworkManager even in cases where no desktop is installed. But the current behavior, where you end up with no network is not ideal. --Sam
