I have the following in /etc/apt/sources.list.d/bullseye-backports.list and 
can install e.g. newer orca or brltty versions and other actual 
accessibility packages:

deb http://deb.debian.org/debian/ bullseye-backports main contrib non-free

Just:

apt -t bullseye-backports update
apt -t bullseye-backports upgrade 

or

apt -t bullseye-backports install orca
