debian buster unofficial post-install sound card complication

If you want to have this version of debian talk with orca or espeak, on
post-install it will only do so on the traditional sound card output and
not usb. This even happens if when doing an install no traditional
speaker set was ever connected to the computer. If both speaker sets are
connected, yes the speaker selection script runs but no post-install the
speaker selection if it was usb is not honored. You have to plug in a
traditional set of speakers and remove a usb speaker set to get any speech
from the system post-install. Makes no difference if mate and debian
desktop environment are installed. If mate and dependencies are installed
with a usb sound card being plugged in afterwards in menus when you choose
sound then sound card, you get no option to change which sound card is to
be used.
