debian stretch are  debian 9 not 10

In Stretch itself no: the stability of Debian notably comes from
avoiding to include bleeding edge software :)

An option is MATE being uploaded in stretch-backports. I don't know if
the mate team plans to do that, I guess no, but I have Cc-ed the team to
make sure.
