I can confirm that it now works as expected.
That is it worked just fine on one of my boxes with a Intel soundboard.
I performed a fresh install of 9.8.

However, it did not work on a box with a usb soundboard/headset.

I pressed enter when I heard "press enter to use this soundboard"
after pressing 's' at the boot prompt.
I had speech via the usb headset through the installation process but
not when booting into the newly installed system.

It seems to me that the installer did not choose the correct
soundboard for the installed system.
I logged in via ssh and found this:

$ grep ALSA_CARD /etc/default/espeakup
ALSA_CARD=""
$ cat /proc/asound/cards
 0 [PCH            ]: HDA-Intel - HDA Intel PCH
                      HDA Intel PCH at 0x81710000 irq 145
 1 [M              ]: USB-Audio - Plantronics Blackwire C220 M
                      Plantronics Plantronics Blackwire C220 M at
usb-0000:00:14.0-2, full speed
$ sudo nano /etc/default/espeakup
...
$ grep ALSA_CARD /etc/default/espeakup
ALSA_CARD="M"
$ sudo /etc/init.d/espeakup restart
...

Speech works now on the console.

Hopefully this bug can be fixed.
Especially in buster images since I rarely install stretch these days.

I'm pretty sure the same bug is present in the buster alpha5 image.
I will perform a fresh install of buster on this machine to verify
that the same thing happens.
