I installed the package in Debian Buster.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

apt install orca-sops

as user:
/usr/share/SOPS/install-for-current-user.sh

   * What was the outcome of this action?

Plugin plugin_manager.sh not found.

   * What outcome did you expect instead?

Should install all the additional scripts in order to have the basic plugins to handle plugins, etc.
