I wanted orca to be started automatically while GNOME-fallback starts.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

In System Settings, I choosed Universal Access and checked the box "Screen reader".

   * What was the outcome of this action?

I expected orca to run at the starting of my session once logged in or after startx.

   * What outcome did you expect instead?

I get orca running, but no shortcuts is available. I cannot do anymore use
orca's shortcuts.

NOTE:
2 kinds of workarounds exist, but should be documented or by default.
1. cp /usr/share/applications/orca.desktop ~/.config/autostart

Why not, but a classical user wants a doc is that's mandatory.

2. Enabling orca as app at startup of GNOME. I didn't find this option in
GNOME3. Doogle says it's in Personal -> Session, there're not such options in Personal tab.
If that works, why letting Universal access active? It creates a confusion. So a patch,
a default setting or a doc would be welcomed.
