XFCE4 Accessibility in Jessie

Hello,
I'm investigating a few possible lightweight desktop replacements,
including XFCE4. I followed the instructions on the Debian accessibility
wiki but still can't seem to get nowhere near the level of accessibility
described in this post[1], what am I missing? Using metacity instead of
xfwm helps, but still the panel is inaccessible and I don't see how to
bring up an app menu either.

Cheers,
