Not for Orca, which is using AT-SPI 2, but there were a couple of smaller projects using AT-SPI, Dasher and Gok. I don't know whether either of those is usable in Gnome 3 though. I did an aptitude search ~Ddepends:at-spi, which obviously shows dependencies on both AT-SPI versions 1 and 2.
